Chief Executive
As Chief Executive of Quantum Care, Stewart brings over 30 years’ experience in the health and social care sector, including more than 14 years in Director-level roles. With a not for profit background and extensive leadership experience, he provides clear strategic direction and oversight across the organisation.
Over the course of his career, Stewart has developed significant senior leadership experience across the sector, overseeing large-scale operations and delivering sustained, organisation-wide improvements in quality, performance and governance.
He is recognised for his clear strategic leadership, sound judgement and steadfast commitment to high-quality care. At the heart of his approach is a deep respect for the people who deliver that care, with a strong belief that every employee should feel valued, supported and empowered in their role. He fosters a culture of professionalism, integrity and continuous improvement across the organisation.
Noemi Traian
Director of Operations
Noemi Traian is an experienced social care leader with over 32 years in the sector, spanning clinical practice, regulatory inspection, quality assurance, and senior management. Her background includes working with the Care Quality Commission, alongside senior operational and quality roles within care services. She is known for her integrity, balanced judgement, and hands-on leadership style.
She brings strong expertise in governance, regulatory compliance, service improvement, and person-centred care, with a clear focus on maintaining high standards and driving sustainable change. Throughout her career, she has supported services to strengthen quality frameworks, navigate complex regulatory environments, and improve outcomes for the people they support.
Barrie Miles
Director of Finance
Barrie is an ACMA-qualified Finance Director with over 20 years’ experience working across social care, housing and not-for-profit organisations. He partners closely with leadership teams to provide clear financial insight, supporting effective decision-making and strong organisational performance.
He is known for his practical, collaborative approach and his ability to make financial information accessible and meaningful for both operational and senior teams.
Barrie’s approach brings together strong financial discipline with a clear understanding of the care sector, ensuring decisions are well‑informed and aligned with the long‑term delivery of high‑quality services.
Carl du Plessis
Director of Human Resources
Carl du Plessis is a Chartered MCIPD Senior HR Leader with extensive experience delivering workforce, cultural and organisational transformation across the public sector, healthcare, financial services and large operational environments. He has led major programmes that improve HR services, strengthen organisational culture and enhance the employee experience, from designing new HR operating models to delivering award‑winning employer brands and large‑scale recruitment solutions.
Carl is driven by work that has real purpose and impact. Having spent much of his career supporting organisations that serve communities, he is genuinely excited to join Quantum Care—an organisation whose values and mission closely align with his own. He is passionate about creating supportive, inclusive environments where people can thrive, and is committed to helping Quantum Care continue to make a meaningful difference to the lives of residents, families and colleagues every day
